Job description

The Procurement Manager, reporting to the Subcontract & Procurement Manager is responsible for leading procurement activities at the HPC site, ensuring the timely and cost-effective sourcing of materials, equipment, and services in alignment with business objectives and regulatory requirements. This role involves category management, supplier onboarding, contract negotiations, process optimisation, supplier performance management, and compliance with procurement policies.
Additionally, the Procurement Manager will be responsible for a Buyer and  Procurement Assistant ensuring their professional development and alignment with procurement objectives.
Key Responsibilities:
Category & Supplier Management:
·       Lead procurement for multiple categories, including Repacking Services, Lifting & Haulage, Scaffolding, Electrical Services, Calibration, Welding Equipment, PPE, Consumables, Transportation, Vehicles & Insurance, and more.
·       Identify and onboard alternate suppliers, negotiate contracts, establish price lists, and set up long-term framework agreements.
·       Manage supplier relationships, ensuring alignment with quality, cost, and performance expectations.
Procurement Operations & Process Optimisation:
·       Lead the transition from Work Order/Open PO process to a structured PR-PO process in SAP, ensuring procurement efficiency and compliance while issuing call-off POs against established framework agreements.
·       Develop RFI templates, standardised procurement documentation for HPC site, and strengthen synergies with Framatome Ltd to optimise supplier management and align procurement strategies.
Contract Negotiations & Renewals:
·       Draft, negotiate, and finalise contracts and framework agreements, ensuring all clauses align with procurement policies, site regulations, and safety standards, with proper documentation in place.
·       Manage contract renewals and renegotiations, optimising pricing, service levels, and terms while ensuring continued compliance and value for the business.
Subcontractor Management:
·       Identify, onboard, and manage subcontractors, ensuring compliance with procurement policies, site regulations, and contractual obligations.
·       Review subcontractor quotes, conduct regular meetings to assess performance, resolve issues, and ensure service delivery aligns with project requirements.
·       Verify and approve subcontractor invoices against contract terms and pricing, liaising with the Supply Chain Coordinator for goods reception and timely payments.
RFQ Management
·       Manage the RFQ lifecycle in SIRIUS, from sourcing and bid evaluation to final supplier selection, ensuring compliance with Framatome’s procurement procedures.
·       Analyse supplier proposals, negotiate competitive pricing, and ensure optimal supplier selection through data-driven decision-making in SIRIUS.
Supplier Performance & Compliance:
·       Conduct supplier performance audits

Profile

What we are looking for:

·       Expertise in managing multiple procurement categories, supplier segmentation, and strategic sourcing.

·       Ability to draft, negotiate, and manage supplier and subcontractor contracts.

·       Experience in building supplier relationships and collaborating with cross-functional teams.

·       Proficiency in SAP, RFQ management and procurement workflows.

·       Skilled in optimising procurement processes, implementing cost-saving strategies, and risk mitigation.

·       Ability to mentor, train, and develop procurement professionals, ensuring team alignment with procurement objectives.

·       Analytical mindset with a proactive approach to resolving procurement challenges.

·       Strong understanding of procurement policies, site regulations, and safety standards.

Qualifications and Experience:

·       Master’s degree in supply chain, Procurement, Business, or a related field.

·       MCIPS qualified (or actively working towards full qualification).

·       4+ years of experience in procurement, category management, or supply chain, preferably in construction, manufacturing, or energy sectors.

·       Strong knowledge of contract law, supplier negotiations, framework agreements, and procurement compliance.

Salary range £51,400 - £64,000 per annum
