Purpose of the job:
The Site Quality Manager (Site QM) manages all the Quality, (including the OPEX Quality activities) aspects on site for the project with respect to the Management System in force.
The site QM is the delegate of the Site Manager regarding Quality of the HPC project for customer and suppliers’ interfaces
The Site QM is independent of the site Management Team units. This Organization
guaranties the authority and sufficient independence to manage matters.
He/She reports hierarchically to the HPC PQM.

Position in the organization/ Organizational Reporting
The site QM reports hierarchically to the HPC PQM
He/She reports operationally to the Site Manager.

Interfaces
Project management functions and all other project core team members. (Site and Home Based Office (HBO))
Project Quality Manager and Project Quality HBO  team
Site HPC HSE manager
HPC OPEX HBO and Site Lead Managers and teams
HPC Customer and suppliers.
Suppliers’/Subcontractors

Mission
Within its delegation the site QM has the responsibility and the authority for:
Development/improvement of the Project specific site Management documentation
Such as:
o   site project quality Management Plan,
o   site project quality procedures,
o   site Project quality prescriptions to suppliers’/subcontractors’,
in compliance with the Management System principles in force.

In particular, He /She has the responsibility to
o   develop and manage the procedures for preventing / declaring and solving nonconformance events on site with respect to the suppliers’/subcontractors nonconformance own procedures:
o   develop and manage all Quality related KPIs 

Manage Quality on site / Manage the quality team
o   Ensure  that Framatome Quality Doctrine (Excell in Quality Plan), specific project quality processes and procedures knowledge and safety culture are widely deployed within the Project team
o   Managing and controlling the treatment of the situations adverse to quality: audit findings, condition reports, non-conformances related to Quality implementation or products until proper disposition has been achieved including the right to “stop of work”.

 -management / analysis (Pareto) of weak signals and development of action plan for preventing Nonconformance,
- Site audit / surveillance for detecting nonconformance/ Counterfeits , fraudulent Suspect Item (CFSI) or weak signals, developing the awareness of Quality to the whole teams including suppliers and subcontractors (with the supply chain surveillance entities and inspection entities)
- Managing the NCR declaration and solution
- Ensure that 8D/A3 are systematically deployed for problem solving
- Developing and closing corrective and preventive action
- Ensure that AMDEC (or equivalent) is deployed for site special processes
- Manage CFSI   fighting policy on site

Interface with the customer quality site representatives:

o   Follow up of customer ‘s audits,

o   Manage quality correspondence,

o   Support the whole project team for complying with the customer’s requirements

o   Manage Customer claims

Plan and coordinate the resources to be delegated to Framatome inspection,

Responsible and accountable for the global performance (Costs, Time Schedule,Quality and Earned Value of his / her scope of work, including quality aspects

Reporting to the Site Manager / PQM

o   on the quality operation of the Project and on any need for improvement,

o   on relevant KPI
